I checked this item and see that the response time from eBay was about 15 seconds.
I'm sorry it happened to you, but this is a very rare situation. I hope you can find a better deal on the same thing.

And how great was response time for items 160386073164 and 310191332549 that I didn't won to this month?
Are you sure that the problem is in Ebay? If so I'll increase bit time up to 30 sec.
May be there are any other problems. For example, what happens in case of many simultaneous snipes from your server with one ip?

If you check "My Status" field for 310191332549 you will see the following:
"You are registered in a country to which the seller doesn't ship"
That means that the seller put a restriction to block those bidders who are registered in the countries where this seller does not ship.
This is not a problem with eBay, this is a restriction which was set by the seller.
If not sure, you always need to put your minimum bid manually to check if it will go through. If it will, your snipe should be fine too.
The snipe for item 160386073164 was set too late. Please check this FAQ section for more information:

Regarding 30 seconds.. You don't need to increase it to 30 seconds. That was a very rare case. Any time between 6-10 seconds is good enough.
Many simultaneous snipes are fine and can be handled with no problems.
